Please see my minute of 19th August and subse- quent minutes. An Order-in-Council was made for the purpose of establishing a statutory Committee authorized to deal with certain urgent financial affairs of the University, particularly the payment of accrued salary to those members of the staff who had been interned and the ordering of new equipment. The need for the Order-in-Council establishing such a Committee was fully discussed in the Department at the time and,with the Vice-Chancellor of the
University. (The meeting at which Mr. Sloss, Mr. Paskin Mr. Cox and myself discussed the proposed functions of the Committee is recorded in the minute of the
19th November, 1945 (flagged)) Owing, however, to the very great pressure of work at that time and the fact that Mr. Sloss was anxious for a meeting of the Committee to take place in advance of the actual date of the Order-in-Council, the sending of formal letters of appointment by the Secretary of State to the members of the Committee was overlooked. Nor were the names or the suggested members submitted to him. They were agreed by Sir E. Gent, however, See X of minute of 18.10.45 and minutes of 19.10.45

Mr. McPetrie suggests that in X of his minute of the 2nd November that a note should now be put up to the Secretary of State showing the present membership of the Committee which the Secretary of State could then approve by initialling the minute, and that this will suffice to regularize the appointments of members. I have put a note to the Secretary of State opposite.
When the present membership of the Committee has been regularized further consideration should be given to the desirability of transferring the Committee to Hong Kong as proposed in my minute of 19th October. Perhaps Mr. Cox would very kindly comment on this.

He
agrees with me that since Mr. Morse was an acting member of this Committee before he left for Hong Kong, his appointment should now be regularised as well as those of Mr. Sloss, Mr. Caine and Miss Ruston.
